MINUTES OF SELECTMEN MEETING – November 15, 2010 5:00 PM

Selectmen Present:        Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine

Also Present: Joanne Duval
                     Robert Littlefield, Fire Chief

Minutes of the previous meeting were read and accepted.

Joanne Duval has been working with NRL, Inc. in obtaining pricing for the recycling of batteries and light bulbs. Special packaging of the items is required.

An open container will be considered in the spring. It was suggested that the container be scheduled when the town also had use for the container. In past years the container has not been used to its capacity and the town used the remaining space. Transfer Station permit holders will be charged a fee to dispose of large items.

Steve requested that Joanne look into placing a telephone and a wipe board at the Transfer Station. Joanne stated that the town is complying with the regulations in having the highway garage facilities and phone available. Joanne will get pricing for a hearing impaired telephone.

Joanne wanted to inform the Selectboard that she will be rewriting the town’s dog bylaw. She is waiting for the state to approve their changes to the current state dog bylaws

Fire Chief Robert Littlefield discussed the dry hydrant license between the Town of Tolland and WPOA. Robert informed the Selectmen that the hydrant was purchased and owned by WPOA. The Tolland Volunteer Fire Dept has offered to install the hydrant. When the hydrant is installed the Tolland Volunteer Fire Department and all mutual aid departments need to know where it is and practice using it. During the testing period the Tolland Fire Department will be using Engine 4. The Tolland Volunteer Fire Department will use reasonable effort and take cautions with the landscaping.

Robert Littlefield will be ordering a desk top computer from Whalley Computers to replace the laptop that they are currently using. The monies were budgeted for in fiscal 2011.

Robert will be requesting in his fiscal 2012 budget approximately $30,000 for the purchase of a used tanker.

The Board of Selectmen accepted the resignation of Planning Board member Gert McKay effective November 30, 2010. The Board of Selectmen appointed Kathy Cowles to the Planning Board as of December 1, 2010 and until the next town election.

Highway Superintendent, Wayne Carr requested a letter be sent to Wayne Simeone of Hartland Road telling him to repair or replace his driveway culvert. Storm waters have not been able to move through it.

The Board of Selectmen will be meeting with each department head to discuss their salary. Each department head will be requested to bring a job description, amount of hours work either weekly or monthly.
